Can Microsoft Edge fill in a PDF that has no form fields?

Edge opens PDFs by default on Windows, and its inking tools genuinely do let you fill in and sign a form without installing anything. For a simple form you are printing anyway, that is often enough, and it costs nothing.

The gap shows up in three places: the signature is whatever you can draw with a mouse and cannot be saved for next time, what you add stays as an annotation a recipient can move or delete, and there is no way out to Word.
