How to fill in a PDF that isn't editable

Most forms people are sent are flat: printed, scanned and emailed, or exported without form fields. Clicking a box does nothing because there is no box — just ink on a page.
You do not need the sender to fix it, and you do not need to print it. You need a tool that draws new text on top of the page, which every method below does.
Step by step
- 1Check whether it really is flatOpen it and press Tab. If the cursor jumps between fields, the form is fillable and any PDF viewer will do. If nothing happens, it is flat.
- 2Open the PDF in a tool that can add textOn a Mac, Preview's text box works. On Windows, Edge's text tool works. In the Chrome browser this is not possible — Google states you cannot add text annotations there. PDFpad works in any browser, including on a phone.
- 3Click where the answer goes and typeMatch the size of the printed text so it looks like part of the form: 10 or 11 point is usually right.
- 4Add ticks, dates and a signatureUse a tick for checkboxes rather than an x typed in a text box — it sits in the box properly at any zoom.
- 5Save a flattened copyFlattening draws your answers into the page itself so they cannot be moved or deleted. PDFpad does this on every save.
What PDFpad can't do
- Nothing can make the original text editable — that would need OCR and a full editor such as Acrobat.
- A very low-resolution scan may be hard to line up neatly; zoom in before placing text.

Questions
- Why can I not type in this PDF?
- Because it has no form fields. The document is a page of ink, not a form, so there is nothing to click into. A tool that adds text on top solves it.
- Can I make a flat PDF fillable instead?
- Yes, with a full PDF editor such as Acrobat, which adds real form fields. If you only need to complete it once, adding text on top is far quicker.
